Reginald Welby was first educated at Eton College, where among other things he excelled in football.
He then went up to Trinity College, Cambridge, hoping for a career as a barrister following graduation, although his hopes were never realised. Instead he entered the Civil Service as a clerk in the Treasury in 1856 having graduated from Cambridge in 1855. [2]

Offices and Positions Held
Following his retirement, he was raised to the peerage as Baron Welby, of Allington in the County of Lincoln, on 16 April 1894, although he did not play a great part in debates in the House of Lords.
He was also appointed a member of the Privy Council in 1913.
Then Lord Welby became an alderman of London County Council, eventually becoming its Chairman, and served as President of the International Free Trade Congress.
Rt. Hon. The Lord Welby remained a bachelor throughout his life, so his barony expired upon his death.

Rt. Hon. The Lord Welby, PC GCB passed away on the 29th October, 1932 at the New Forest, Hampshire, England, United Kingdom. [5] He is buried in the Holy Trinity Churchyard, Allington, South Kesteven District, Lincolnshire, England, United Kingdom. [6]
