Perry was born in 1835 in Warren County, Ohio, the son of James Whitacre and Elizabeth Fitz Randolph. His family moved to farm in Wabash township in Darke County in Ohio in the late 1840s. In 1855 at the age of 20, he married Jane Eliza Stewart in Darke County. By 1860, they had moved back to the Cincinnati area settling to farm in the Salem area in Warren County, Ohio, though Perry didn't report having any land in the 1860 census. Perry served in the Civil War in 13th Regiment of the Ohio Cavalry, starting as a private in Co. H and ending as a corporal in Co. E. In 1870, the family was living next to his parents in the nearby Marion township in Clinton County. They had four children together before Jane died in 1873. By 1875, Perry had moved to Shelby County in Illinois where other Whitacre family members had settled and he married that year a second time to Melinda Ann Walden née Cain. The couple then moved together with his son Robert to join Perry's brother Eden in Osage in Benton County, Arkansas, but the marriage did not last and they divorced there in 1878.[1] Perry and his son Robert stayed with his brother Eden's family in Arkansas, but Perry soon returned to Shelby County, Illinois and married there in 1882 to Delilah 'Della' Fisher. They lived in Shelbyville in Shelby County and had four more children together. Perry died in 1901 and is buried in Glenwood Cemetery in Shelbyville, Illinois.
