Kilby/Kilbe Wiggins was born in Sampson County, North Carolina about 1802. He was the son of Elihu Wiggins and Margaret Kinnard.
His family moved to Conecuh County, Alabama where he married Mary Ann 'Polly' Pugh about 1823. Mary was the daughter of Jesse Pugh and Lydia Sims and is mentioned as his deceased daughter in her father's will of 24 Mar 1852. He also named her children, Lydia, James, Rhoda, Margaret, Martha, Jesse Harrison, and Mastin.

Kilby died In Pike County, Alabama on 21 Sep 1853.[5] His son Mastin was still a minor and his elder brother James became his guardian. On a Guardian Bond dated 27 Dec 1856, Mastin is described as "minor heir of Kilbe Wiggins dec'd and heir at law of the estate of Jesse Pugh." Albert Pugh and Arthur Parker signed the Guardian's Bond with James.[6]
