Charles was born on the 7th May 1867 and he was christened on the 9th May 1875 at St Dunstan's Church, Stepney, Middlesex, the son of Edward Wotton Williams (1837 - 1868) and Emma Selina (Williams) Phillips (~1840 - 1924).[1][2]

1871 Census on the 2nd April 1871 Charles was living at 235 Oxford Street, Mile End Old Town, Tower Hamlets, London with his widowed mother Emma, and his siblings Anne and William shown as Brock. Also living there were Mary Ann Phillips a widow and a laundress, and her children Charles a sailor aged 18 who was Emma's future second husband, Isabella, Alfred and Benjamin. Another family living there were Maria Penfold a widow and a needlewoman, with her children Edwin and Edith who was a witness at Emma's future marriage to Charles Phillips, and Maria's step-daughter Elizabeth Penfold aged 46.[3]
1881 Census on the 3rd April 1881 Charles and his brother William were living at 237 Oxford Street, Mile End Old Town, Tower Hamlets, London with their mother Emma and her second husband Charles and their children Emily, Florence and Ada.[4]
Charles a wine porter, married Eliza Marian East (1862 - ~1954) a cook, on the 15th September 1888 at Christ Church, Spitalfield, Stepney, Middlesex, and the marriage was registered in the 3rd quarter 1888 in Mile End Old Town, Middlesex. Charles was living at Belgrave Cottage, Belgrave Street, Stepney, Middlesex, and Eliza the daughter of James East a deceased coal merchant, was living at East London Hospital for Children. The witnesses were George William Matthews and Catherine Jessie East.[5]

1891 Census on the 5th April 1891 Charles a dock labourer, was living at 15 Glasshouse Street, Whitechapel, Middlesex with his wife Eliza and their children Charles and Rosa, shown as Emma.[6]
1901 Census on the 31st March 1901 Charles a grocer's tea packer, was living at 3 High Street Dwellings, Shadwell, Middlesex with his wife Eliza and their children Charles, Rosa, Edward, Florence and William.[7]
1911 Census on the 2nd April 1911 Charles a Port of London Authority wine packer, was living at 159 Tower Gardens Road, Lordship Lane, Tottenham, Middlesex with his wife Eliza and their children Charles, Rosa, Edward, Florence, William and Frederick.[8]
1939 National Register on the 29th September 1939 Charles was living at 159 Tower Gardens Road, Lordship Lane, Tottenham, Middlesex with his wife Eliza.[9]
Charles died aged 74 on the 27th April 1942 in Edmonton, Middlesex, and was buried in Tottenham Cemetery, Tottenham, Middlesex.[10][11]
