Eugene was born about 1877 in Connecticut.
He was the son of Elizabeth and Civil War veteran Eugene T. Williams of the all-black 54th Massachusetts regiment.
In the 1880 census, he is described as "maimed, crippled, bedridden or disabled," but no details are given. By 1900, there's no indication that whatever was happening in 1880 was long-term or permanent.
