"28th Infantry, Regimental Color. The flag was presented October 31, 1861, and was given to the regiment by Philadelphia friends of the regiment. The 28th PA was composed of men from Luzerne, Westmoreland, Philadelphia, Carbon, Allegheny, and Huntingdon counties."
