Richard was born about 1602. He was the son of William Parsons and his wife Elizabeth Lany
Richard was M.P. in 1639 for the town of Wicklow. [1][2]
Richard married Lettice Loftus, eldest dau of Sir Adam Loftus of Rathfarnham & his wife Jane Vaughan.
Richard died about 1652 and his will was proved in the PCC as Richard Parsons of [Bellamont Co. Cavan, Ireland. [3]

"The Parsons, Loftus and Boyle families formed the three most influential new English networks in Ireland, and Richard was a cousin of the Earl of Cork, brother-in-law of Paul Davys, William Ussher, Arthur Hill and Arthur & Walter Loftus. He had dealings on the Dublin Staple with Lord Fitzwilliam and others, in trust for Cork, in 1636-39. With his uncle-by-marriage Nicholas Loftus, he was joint surveyor of the court of Wards from 1630, a position which increased his father's control of that court, of which Sir William was master from 1622. His return for Wicklow followed his father's acquisition of lands in that county in the 1630s but his sister's marriage to William Ussher provided another link with a powerful local family. He should not be confused with his cousin, Captain William Parson's brother who died in 1634"[4].
