I suspect Angelo and Louisa Paulella may have adopted Jennie. She was born in 1917, yet she doesn't appear with them on the 1920 or 1925 census. On her U.S., Social Security Applications and Claims Index record, her parents are listed as: John Veto and Philomena Vivian.
She first appears with the Paulella's on the 1930 US Census as Jennie Vieto, listed as their niece. She is listed as their daughter on the 1940 US Census, and referenced as Angelo's daughter in his obituary.
If I am correct, then Jennies's birth mother, Filomena Vivian is the sister of Nicoletta Vivian, wife of James Natalizia, who lived in Lancaster. Both Filomena and Nicoletta married in Elmira, NY, and their parent's names are the same on their marriage records.
