Stephen Segar, Lieutenant of the Castle of Dublin, was constable of Dublin Castle at the time Hugh Roe O'Donel escaped in 1592; and was there until he retired in 1600. [1] [2]

1587 - Lease to Stephen Segar gent; constable of the castle of Dublin; of a parcel of land within the precinct of the castle of Dublin, containing half an acre, lying against the east and south of the castle, where there have been fish ponds or weirs, another parcel of land against the walls of the castle towards the north, containing 100 feet in length by 100 feet in breadth, also a mill place where the king’s mill sometime stood within the precinct aforesaid, with the water course, being part of the ditch of the castle, and running from Powll mill downwards along the south side thereof, all parcel of the queen’s ancient inheritance. To hold for 21 years, rent for the land 20 d., and for the mill place £5 6s. 8 cl. The lessee shall within two years, build a mill on or near the site of the king’s mill. Fie shall not alien, except to English, without license. He shall enroll the lease in the Auditor General’s office within 6 months. [5]
