James was born on 15 Jul 1890 in Barclay, Bradford County, the son of Matthew and Anna Farrell Burns. Not long after his birth, the family relocated to Bradford in McKean County, where James grew up.
In his younger years, James was an apprentice in a machine shop, gradually working his way up to a garage machinist.
On 22 Sep 1921, he married Ethel Eloise Palmer, the daughter of Richard and Alma Haskins Palmer, in Rochester, New York. Their marriage was witnessed by James Farrell and Mary Veronica Burns. They had one son.
By 1930, James was working as a private chauffeur. At the time of his death, he had been employed for three years by Mrs. Florence LeBarron of Bradford.
James died on 11 Sep 1939 at Bradford Hospital from acute yellow atrophy of the liver. He was 49 years old. He was buried at St. Bernard's Cemetery.
