Charles E. Porter was born in about 1839 in Brighton, Suffolk, Massachusetts. He was about 21 years old when he enlisted as a Private on 22 Dec 1863 When he joined the Civil War effort for the Union he was a Laborer from Rochester, Strafford, New Hampshire.

He was discharged from the war on 8 Jul 1865.

After the war, he went to Alstead, Cheshire, New Hampshire, where he became a farmer. He married and had at least four children.
