Riggs was the eldest son of Caleb Falkiner and his first wife Ruth Riggs.[1][2]
He was a merchant and banker who represented Clonakilty in the Irish Parliament from 1768 to 1776, and Castlemartyr from 1776 to 1783. He was created a Baronet in 1778 in the Baronetage of Ireland.[3]
Riggs married firstly Mary Barker in January 1737/8,[2] they had:[1]
His wife Mary died in 1762.
He married secondly Ann Maturin on 11th October 1764 in Cork,[7][8] they had a daughter Sarah. Ann died in January 1796.[9]
Riggs died in 1797, Leigh Rayment's now defunct site gives a date of 24th April.[3]
He was succeeded by his son Samuel.[12]
