Thomas owned and operated a large horse breeding farm.[2]
Thomas began his career in politics as the mayor of the city of Hillsboro, Oregon when he was elected in 1882. He served from 12 December 1882 to 10 December 1883 and then later served a second term from 13 December 1886 to 9 December 1887.[1][3]
He later served as a member of the US House of Representatives from Oregon's 1st district from 4 March 1897 until his death.[4]
He passed away 11 January 1903 in Washington, DC at the age of 58. He was buried in the Hillsboro Pioneer Cemetery in Hillsboro, Oregon.[2]
