Frank "Ken" Orr, 83, of Colley Township, Dushore, Pa., passed away on Nov 5, 2008, at Towanda Memorial Hospital after a period of declining health.

Born on July 2, 1925, in Longmont, Colo., he was the son of the late Victor H. and Anna Ruthven Orr.

Upon graduation from Central High School in Oklahoma City, Okla., he enlisted in the U.S. Navy in 1943.

After World War II and prior to recall to active duty during the Korean War, he attended Oklahoma State University and served as sports editor of the Okmulgee (Oklahoma) Daily Times.

A veteran of World War II, Korea and Vietnam, he was a retired U.S. Navy journalist with duty assignments that included tours as press chief of the 14th Naval District at Pearl Harbor, Hawaii, and as an instructor in the U.S. Navy School of Journalism at Great Lakes, Ill., and Defense Information School (Radio & Television Department) at Fort Slocum, N.Y.

During World War II, while serving on board the USS Clamp (ARS-33) and the USS SC-1052, he participated in the invasion of Tarawa in the Gilbert Islands, Kwajalien in the Marshall Islands, Saipan and Tinian in the Mariannas, Lingayen Gulf and Nasugbu in the Philippine Islands, and Peleliu in the Palau Islands.

Since his retirement from the U.S. Navy in 1966 and subsequent employment at Ingersoll Rand in Athens and at DuPont, Frank became widely known in area journalistic circles as the editor of "The Penn York Report," a column highlighting business, industry and professional news of Bradford, Sullivan and Tioga, N.Y., counties, and "Strikes n' Spares," a bowling column, both appearing in the Towanda Daily Review. He was a frequent contributor of both feature copy and photographs to the Sullivan Review.

Frank edited "The Leader," a monthly publication of the Bradford County Industrial Management Council for 19 years, serving as that organization's publicity and publications chairperson. He was actively engaged for many years in pre-publicity campaigns for the Central Bradford County United Fund Drive and served for a number of years as publicity coordinator for the General Sullivan Council of the Boy Scouts of America.

He was a Sullivan County resident since 1958.

Frank retired in 1988 as an editorial specialist with E.I. DuPont De Nemours & Co. Inc. in Towanda.

A Sullivan County school director since 1981, he served on the board for 17 years until 1998, when an old injury necessitated his stepping down. He was re-elected in 1999 for a new four-year term, expiring in 2003, to complete 20 years of service.

He was a representative of Sullivan County as a member of the Board of Directors of the Endless Mountains Transportation Authority, a member of the Community Development Advisory Committee of the Northern Tier Regional Planning and Development Commission and a member of the Solid Waste Advisory Committee for a number of years.

He was a member of Loyalsock Post No. 996 of the American Legion, V.F.W. Post No. 1569, AMVETS, the Fleet Reserve Association, the Navy Memorial Fund, the Navy League of the United States, the Naval Academy Athletic Association, and WWII Memorial Society.

Frank was a member of Union Lodge No. 108 F. & A.M. in Towanda, A.A.S.R. (Scottish Rite) Bodies in both Towanda and Williamsport, the Bradford County Shrine and Irem Temple.
