Julian was born in 1876. He was the son of Woodson Burruss and Cora McDowell. He passed away in 1947. He was the first President of State Normal and Industrial School for Women (now known as James Madison University) from 1908 to 1919. He then left to become the eighth president of Virginia Agricultural and Mechanical College and Polytechnic Institute (now Virginia Tech) from 1919 to 1945.
