Leopold was born in 1833 in Orbais, Brabant, Belgium, the son of Jean Baptiste (Balzat) Balza (1807-bef.1867) and Marie Catherine Josephe (Prevot) Balza (abt.1803-1876). ^[1]

He passed away in 1913. ^[2]

The said declaration and presentation done in the presence of Pierre Joseph Lambilliote, aged thirty-six years, profession of [illegible], living in this commune and of Octavie [illegible] Dandoy, aged forty-three years, profession of [illegible], living in this commune. And have [illegible] and the below signed with us this act, after they have read it."
