Howard Walker was born in Somerset, England.

Howard was born in 1888 and baptised on 20 February 1889 in Widcombe, Somerset, England. He was the son of Samuel Walker, a master draper, and Kate Locke.

Like his father and elder brother, Howard also became a master draper. He served as a private in the North Somerset Fusiliers during World War I. He received a Somerset Silver War Badge, awarded to those honorably discharged due to wounding or ill health.

Howard married twice. His first wife was Sybil Olive Boulton, daughter of John Percy Boulton, a glove manufacturer, and Mary Lewis. Her father was a prominent figure in the local community and owner of the firm P J Boulton and Company of Westbury, Somerset (which traded as Vista Glove and Leather Company?). Howard and Olive's marriage took place in the Bathwick area of Bath on 17 September 1921. The couple had three children: Anthony De Quincey Walker (b. 1922, Axbridge), Ann De Quincey Walker (b. 1923, Bath) and one other.

Howard and Olive divorced in July 1949. Olive was awarded a decree nisi on the grounds of Howard's desertion.

Howard's second wife was Joan Harvey. Joan had worked as a secretary at Walker and Lings' premises in Bath for many years. This was the company co-founded by Howard's father. Joan was the daughter of Herbert Harvey, a printer and compositor, and Eva Kate Beaupin. Joan and Howard were married in the second quarter of 1950.

Walker & Ling was established by William Ling and Samuel Walker in Bath in 1892. In 1904, Samuel opened a branch in Weston-super-Mare which is still trading as an independent department store. Howard's older brother Charles ('Charlie') Walker became a partner in 1908 and took over sole ownership in 1925 when his father died. Members of the Walker family have run the Weston-super-Mare business since 1936, when the Ling family withdrew from the partnership. The Bath store closed in 1950, the year when Howard married Joan. Howard had been head of the Bath business. Howard was also at one time President of Bath's Chamber of Commerce, chaired the Bath branch of the British Legion for many years and sang with Bath Operatic Society. Howard was installed as Worshipful Master of the Royal Cumberland Lodge of Freemasons in Bath in 1923, having been initiated on 1 Jan 1914.

Howard died on 6 October 1952. His last address was Bylanes, Copse Road, Keynsham, Somerset.
