The daughter of Allen Dotson Shelton (1865-1946) and Elizabeth Adaline Grimes (1864-1904), Belle Shelton was born in Wayne County, Tennessee[citation needed] in 1889, residing with her family in Civil District 2.[1] Her siblings included:

Belle married Jackson Franks, his second wife, marrying in Wayne County, Tennessee on January 25,1906[2] and having four known children together:
James Allen Shelton (1907-1987)
Nanny Mirl (Franks) Reynolds (1909-1985)
Donald Edward Franks (1913-1988)
Catherine (Franks) (Neill) Cloyd (1921-1995)
They made their home in Wayne County's Civil District 2, farming,[3] residing by 1920 in Civil District 3 of Hardin County, Tennessee.[4]
Belle Franks passed away at the age of 36 and is buried at Neill Cemetery in Savannah, Tennessee.[5]
