Joseph was born in early 1787 in Phillack, Cornwall, England. He was the second of 11 children born to John Arthur and Elizabeth Hendra; eight boys and three girls.

Joseph became a miner. His occupation is recorded as such in the parish register entries from 1813 through to 1822.
On 27 December 1813 Joseph married Margery Brokenshire in Lanlivery, Cornwall, England.[2] Margery was 23 years old and the daughter of Nicholas Brokenshire and Jane Dyer. The witnesses to the marriage were Edward Lark Best and Walter Richards.
Joseph and Margery moved to Sweethouse, a hamlet in the parish of Lanlivery. This is recorded in the parish records as Joseph's residence from 1818 until the day he died in 1845.
In 1818 their first child Joseph was born. He was baptised on 26 May 1818 in Lanlivery, Cornwall, England.[3] Sadly he passed away later that year and was buried on 17 November 1818 in Lanlivery, Cornwall, England. He was seven months old.[4]
In 1820 their second child Mary was born. She was baptised on 5 March 1820 at Lanlivery, Cornwall, England.[5]
A couple of years later their third child Joseph was born. He was baptised on 12 May 1822 at Lanlivery, Cornwall, England.[6]
On 31 July 1838 their daughter Mary married James Jenkins, a miner, in Lanlivery, Cornwall, England. She was 18 years old.[7]
Their son Joseph passed away in 1843 and was buried on 4 December of that year in Lanlivery, Cornwall, England. He was 21 years old.[8]
Joseph passed away in 1845 and was buried on 9 August of that year in Lanlivery, Cornwall, England. He was 59 years old.[9]
