Lucy was born at West Ham, England to parents Frank C & Emma Barker. She married an Englishman Walter James Browning in 1900 at El Paso, USA. She followed her husband around the world dying in Spain in 1918. They had one son, Frank.

1891 Census: Gwendwr Road, Fulham, London, England. Lucy is daughter of Emma; she is a scholar aged 13, born Woodford, Essex, England with siblings: Sydney (21), Percy (17), Frank C (15), Leonard A (12) & Mabel A (8).
1891: Mrs E Barker, a 42 year-old wife, travelled with her children L M (female aged 11), Leonard (male aged 10) and Mabel (female 8) from London to New York aboard SS City of Beolin[3].
1900: Walter James Browning and Millicent Lucy Barker were married on 14 Jun 1900 by Rector George H Higgins at St Clements Church, El Paso, Texas, USA[4]. Millicent Lucy was 22 year old and Walter James was 34 years old[5].
1904: Walter James Browning, 38 year-old male born England, [6] and Millicent Lacy Browning 28 year-old married female born England [7] arrived at Ellis Island, New York from Liverpool on 28 Jul 1904 aboard ship Teutonic. Previous place of residence London.
