John was born in India in 1836, the son of Dandeson Coates Bell and Jane Smyttan.
He was educated at Edinburgh Academy (1846-51).[1]
In 1856, he went to Haileybury, the last cadet on the roll of Old Haileybury College. He joined the Honourable East India Company and the Indian Civil Service in 1858 and became Assistant Magistrate and Collector at Poona.
He died in 1875 at Suez.
