Peter was born about 1771 or 1781 in the city of Toropets, Pskov province. He was the son of Konon Botkin, a free-townsman. He was one of the largest tea merchants in Russia.
He was the father of 24 or 25 children, including several notable sons: Vasily Botkin, Sergey Botkin, and Mikhail Botkin.
