Edward Budgen Jr. was born in Surrey, England.

Edward Budgen was born on 21 July 1860 and was then christened on 29 August 1860 at Egham, Surrey. His birth was registered in Windsor, Berkshire in the 3rd quarter of 1860[1][2][3]. He was the eldest son of Edward Budgen and Sophia (Mills) Budgen.

He lived with his parents and siblings at Egham Hill, Egham, Surrey. In 1891 he was aged 30 and single, employed as a Grocer and Wine Merchant.

At the age of 32 Edward married 29 year old Lillian Emily Larkin (the daughter of William Frederick Larkin) on 21 January 1892 at St. Paul's Church in the parish of Hounslow Heath, Hounslow, by Licence. The witnesses were William Frederick Larkin and Kathleen Emma Larkin.

The following account of their wedding was published on page 2 of the Middlesex & Surrey Express dated 23 January 1892:

MARRIAGE OF MISS L. E. LARKIN. - A wedding was solemised at St. Paul's Church, Hounslow, on Thursday, between Miss Lilian E Larkin. eldest daughter of Mr. W. F. Larkin, of Egham, and Mr. Edward Budgen, eldest son of Mr. E. Budgen, also of Egham. The bride was attired in a very pretty dress of white silk, with a wreath of orange blossoms and veil, and carried a beautiful bouquet. She was attended by three bridesmaids, Miss K. E. Larkin (her sister), Miss E. Taylor and Miss A. Larkin (cousins), who were becomingly dressed in pale blue crepe de chine, while each carried a handsome bouquet. The bride was given away by her father. The brother of the bridegroom, Mr. H. Budgen, acted as best man and there were a large number of guests. At the conclusion of the ceremony the company proceeded to Clifton House, the residence of the bride's parents, where the usual congratulatory festivities took place. Later in the afternoon the happy couple started, amidst showers of rice and slippers, for Bournemouth, where they intend spending the honeymoon. There were many handsome and useful presents. The happy event passed off in the most pleasing manner, and the climatic conditions, were, for the time of the year, as favourable as could be desired for such an occasion.[4]

They had no children.

In the England Census of 1901, Edward Budgen (aged 40 and a Grocer and Wine Merchant) was recorded living with his wife Lillian E Budgen (37) at 10 Grange Road, Egham, Surrey. Also in the household was one servant.

By 1911 Edward Budgen (aged 50), his wife Lillian Emily Budgen (47) and one servant were recorded at Inglewood, Manorcroft Road, Egham, Surrey.

His wife Lillian died in 1925.

Edward married, secondly, Florence Maud Pratt in 1927 in Paddington, London[5].

In the 1939 England and Wales Register, Edward Budgen (b. 21 Jul 1860), Retired (Grocer & Provision Man) was recorded living at 19 Berwyn Road, Richmond Upon Thames, Surrey. Also in the household was his second wife Florence M Budgen (b. 21 Nov 1876).

Edward was still living at 19 Berwyn Road, Richmond, Surrey when he died on 3 November 1946[6]. He was buried at Englefield Green Cemetery (also known as St. Jude's Churchyard), Surrey, England[7].

His Will was proved on 14 June 1947 at London to Barclays Bank Ltd, his widow Florence Maud Budgen, and William Harold Budgen, chartered surveyor[8].
