Daniel was born in around 1806, the son of Daniel (Sr.) and Hannah (Plumer) Cilley, in Merrimack County, New Hampshire, where he was most likely raised.
At some point Daniel studied and became a clergyman.
On January 13, 1836, Daniel married Adelaide Ayers Haines, the daughter of Abner and Eliza Pepperell (Ayers) Haines, in Loudon, Merrimack County. They would initially settle in Manchester, New Hampshire and then move on to Boston, Massachusetts, while they had their five children as follows:

Adelaide Haines (Cilley) Parker/Waldron (1843–1909)
Emma Stark Cilley (1851–1852)
Daniel Plumer Cilley (1854–1930)
Joseph Bradbury Cilley (1856–1886)
The Reverend was 55 years old when the Civil War broke out and he volunteered to become a Chaplain in the Union Army. He served in Companies F and S of the 8th Regiment, New Hampshire Infantry from 1861 until November of 1865. The 8th shipped out from New England, landed on Ship Island, Mississippi, and operated in Texas, Louisiana and Mississippi losing 357 men either killed in action of died of disease.
After the war Daniel, along with Adelaide and son Joseph, took a clergyman job for a few years in North Carolina. After seeing the war first hand he must have felt a need to help the people of the South recover.
At some point before 1880 Daniel and Adelaide moved back to New Hampshire, settling in Farmington. He lived to be 82 years old, passing away in 1888. Adelaide lived on until 1896 when she passed at 83 years of age. Their bodies are buried together in the Pine Grove Cemetery in Farmington, Strafford County, New Hampshire.
