William was born about 1859 in Pine Bluff or Springdale, Wisconsin. Marriage record lists his parents as William Cullen and Mary (Dunn) Cullen. More research is needed to identify his siblings.

William was the father of 3 children: Edwin, Cecil and Elizabeth. Only Elizabeth married and had children. Cecilia (Cecil) died at age 12 and Edwin never married.

In 1910, William, his wife and his daughter Elizabeth (Beth) are living in Madison. His wife's sister also named Elizabeth is staying with them. William is employed as a station agent for a railroad.

In 1920, William and his wife Mary are living in Madison with their daughter Beth, Beth's husband, and their daughter. William's occupation is 'telegraph operator.'
