Samuel Downing was born in 1706 to Samuel and Elizabeth (Saunders) Downing in Northumberland County, Virginia.

The man we have labeled as "Samuel, Jr." was known as "Senior" to his contemporaries to distinguish him from a nephew of the same name. Samuel's father died when Samuel was about nine years of age. Samuel selected Charles Nelms, his stepfather, to be his guardian. Samuel was one of three executors to Charles' will, a sign that he bore paternal affection to Samuel.^[1]

About 1742, he married Elizabeth Dameron, daughter of Thomas Dameron and Katherine Hughlett, his wife.^[1]
