Clement was born in Bradford, Yorkshire England, on September 5, 1886. He was the son of Major Wallace Eccles and Clara Amelia Pickles. He was Baptized on October 31, 1886 at Holy Trinity Church in Halifax, Yorkshire. Clement was the second of at least three children. His mother, Clara, appears to have died between 1891, and 1901, and the father remarried.

Clement married Sarah Elizabeth Stowell in Bradford in 1911. Clement enlisted in the British Army and served during World War I. He was a member of the Prince of Wales Own (West Yorkshire), Regimental #240706, and the Labour Corps, Regimental #30178. Clement was a recipient of the British War Medal, Victory Medal, and 1914-1915 Star having served in France during the War.

Clement passed away in 1965. His death was registered in the first quarter in Bradford.
