Cutts was born in 1706. He was the son of Wentworth Harman and Frances Sheppard. He was baptised on 20 July 1706.
He was educated by Mr Jackson of Westmeath and entered Trinity College Dublin on 15 December 1720, aged 14. B.A. 1725, M.A. 1728. [1]
He was presented as Dean of Waterford on 7 March 1759. He gave to the cathedral a very fine organ.
Cutts married Bridget Gore, daughter of George Gore of Tenelick, co. Longford, and sister of John Gore, Lord Annaly, on 22 July 1751.
They had no children.
He died in 1784; and was buried at Newcastle.

He bequeathed his estates to his nephew, Lawrence Parsons-Harman, of Newcastle, M.P. co. Longford, who assumed the additional surname of Harman, on succeeding to his uncle's estates. Lawrence was the son of his sister Anne, who had married Sir Lawrence Parsons.
