William Howard was born on 13 January 1847 in Belfast, Ireland, son of William Howard (1815–1890) and Elizabeth Webster (1823–1893).

He joined the Utah Militia and participated in the Black Hawk Indian War as a second lieutenant when he was only 16 in the Nauvoo Legion in 1865, and took charge of a small company of men in the Blackhawk Indian war in Sanpete in 1866, when he was only 19 years of age.

In the summer of 1878 an explosion at his sawmill caused a fire that burned William severely and killed his seven-year-old son and killed the engineer. They were living in Randolph at the time.

They moved to Huntington where he built a large house, part of which they rented out as a hotel for many years. He also built other buildings in the area. He was the first lawyer in Huntington and Emery County. He superintended the building of the first meeting house in Emery county in the fall of 1880. The same fall at a county convention, he was elected chairman of the People’s party of Emery County and help that position until the people divided on party lines. He was statistical correspondent of the United States agricultural department for over ten years, an by virtue of that position he was appointed and received a commission as a member of the World’s Congress auxiliary. On 6 November 1894, he was elected a member of the constitutional convention; he attended that convention and never missed one meeting during the 68 days of its session, and missed roll call only once. He signed the constitution of Utah at forty-seven minutes past 12 o’clock on the 8th day of May 1895. On the 28th day of April, 1895, he was appointed U.S. court commissioner by Chief Justice Merritt. Governor West appointed him a notary public May 2, 1895. He was nominated a representative of the first state legislature at a convention held at Orangeville, 21 September 1895 and was elected on the Democratic ticket on 5 November 1895.
He was chairman of the delegation to the Democratic state convention in Ogden on 5 September 1895.
On 8 March 1896 he was appointed a commissioner of the circuit court of the United States within and for the district of Utah, by Hon, John A. Marshall, U.S. District Judge for the district of Utah.

In 1910, Wm (63), was a married head of household in Huntington, Emery, Utah, United States. [5]
William died on 6 April 1914 in Huntington, Emery, Utah, United States, aged 67.[6] [7] [8] He was buried in Huntington City Cemetery, Huntington, Emery County, Utah, USA (plot: K_10_05).[9]
