Herbert Howlett was born in Bristol, England 1899. He was the son of Alice Howlett.

ELMIRA โ A funeral service will be conducted Monday here for Herbert V. Howlett who was a member of the Elmira town council for 27 years.
He was elected in 1943 and served one year as deputy reeve, six years as reeve and 22 years as a councillor. He also was a member of county council for some years.
Mr. Howlett was a veteran of the first World War and was a member of the Royal Canadian Legion Branch 469.
Surviving are his wife one daughter and three sons.[1]
