Percival James was born in Gloucestershire, England.

Percival was born in Newland, Gloucestershire, England, in 1889.^[1] He was the son of Joseph James and Emma Morse. He was enumerated in the 1891, ^[2] 1901, ^[3] and 1911 census ^[4] residing with his family in Newland. In 1911, he stated he was twenty two, single, and a "Clerk" in the Coal Industry.

No definitive record for a marriage was found. Percival passed away in 1968.^[5] His death was registered in the fourth quarter in Bournemouth, Dorset, England
