Biography

Charles was born in 1849. He passed away in 1921. Brother of John Batchelder Joy (1848-1901).

Lawyer and congressman. After graduating from Yale College, he studied law and was admitted to the bar in Pennsylvania. Soon afterwards he came to St. Louis and formed a law partnership with Joseph R. Harris, with whom he was associated until Mr. Harris was elected circuit attorney of St. Louis. After that he continued the practice of law alone and gained prominence at the bar as a trial lawyer. Taking an active part in politics as a member of the Republican party, he was nominated for Congress in 1890, but was defeated. In 1892 he was again nominated, and was elected, but was unseated as the result of a contest instituted by John J. O'Neill. Nominated again in 1894, he won by a majority which could not be disputed, and as a representative in Congress gained well merited distinction during his term of service. He was reelected in 1896 and again in 1898.
