Balthazer was born in 1779 in Frederick, Frederick, Maryland. He was the son of Johann George Kramer and Whilermina Ermine Louisa (Hollenberger) Kramer.
He married Elizabeth Engels on 2 Mar 1800 in Greene Township, Greene, Pennsylvania, United States.
He died on 5 Dec 1823 in Sebastian, Arkansas.
