Victor was born in 1911 at Ottery St. Mary, Devon, the second son of Evelyn Mardon and his wife Maud Rothwell. [1]

Lived in Kampala, Uganda where he was an agricultural adviser to the government Prison Farms.
He died in 2000 in Norfolk
