Phoebe was born in Ontario [Canada West]^{[1][2][3][4][5]} on 22 Jul 1842.^[6]

Phoebe married Charles Cook. Their children were:

• Mary H "Minnie" Cook, born about 1858^[7][8]
• George Cook, born about 1862^[2][3][4][5]
• Florence A. Cook, born about 1872.^[9][10][11]

In 1861, their family was living in Bayham, Elgin, Canada West (Ontario).^[1] In 1871, their family was living in Middleton, Norfolk, Ontario.^[2]

In 1881, Phoebe (age 40 and a widow) was working as a laundress and living in St. Thomas, Elgin, Ontario.^[3]

In 1911 and 1921, Phoebe (a widow) was living with her son, George at 10 Eagle in St. Thomas (City), Elgin West, Ontario^[4][5]
