Biography
Frank Caswell Milspaugh was born on 17 Mar 1861 in New York. He was the son of Oscar Millspaugh and Sarah Sample.
At the age of 28, Frank married Dott Estelle Watkins on 30 Nov 1889 in Snohomish County.[1][2] They were divorced before about 1899.
He passed away in 1942.[3]
