Allen was born in 1843, the son of Austin Zachariah and Sally Ann (Morris) Morris, in Washington County, Ohio, where he was raised and would live most of his life.
When the Civil War broke out Allen volunteered to serve in the Union Army. He evidently served a three year enlistment, joining in 1861 and being discharged in 1864. He was a Private in Company A, the 36th Ohio Infantry Regiment. The unit was part of the Army of Kentucky and saw action in the western theater of the war.
Allen married twice in his life. On April 4, 1864, Allen married his first wife, Margaret M. Mason, the daughter of John and Rosannah (Devol-Scribner) Mason, in Washington County, Ohio. They would move to Tyler, West Virginia, and have one child, a daughter:

Evidently Margaret and Allen divorced shortly after the birth of their daughter.
On October 24, 1899, Allen married his second wife, Mary Jane (Pettit) Smith, the daughter of William and Martha Pettit. They were married in Lawrence, Ohio. Mary had been married before and had two nearly adult children. Allen and Mary would have no children of their own.
Mary would live to be 80 years old passing away in 1926 while Allen lived on until 1936 when he died at 93 years of age. Their bodies are buried in the Greenlawn Cemetery in Lowell, Washington County, Ohio.
