Percy was born in 1882 in Surry Hills, NSW, the son of Francis and Maria Rogerson.
Percy was a carpenter by trade, having served an apprenticeship with his father before working for Wunderlich Co. Ltd. in their metal industry. He had also worked with a number of builders around Bexley, NSW.
He married Australia Daisy Lyttle in Kogarah, NSW in 1909. They lived at West Kogarah, NSW until about 1910. He was briefly living in Brisbane, Queensland in 1911.[1]
Percy nominated as a Councillor in the Bexley Municipal Council elections in 1914.[2]
On 23 Jan 1916 he joined the NSW Government Railways as a Porter.
On 08 Oct 1917 he applied to become an Australian Munitions Worker under a joint Australian government/ British government scheme to supply skilled workers for the War effort in the UK. At the time he was married with 3 children and was living in Bexley, NSW.
He was accepted and his agreement was signed on 01 Nov 1917. He was issued with Australian Munitions Worker Badge No. 3612 and embarked on the SS "Demosthenes" from Sydney, NSW on 10 Nov 1917, arriving at Glasgow, Scotland on 31 Dec 1917.
Percy commenced work with Messrs. Hills & Higgs at Uxbridge on 07 Jan 1918 as a carpenter. In May 1918 he requested permission to return to Australia to enlist in the AIF. He was advise he could now enlist in London. He decided not to pursue it. By Sep 1918 he was suffering from lumbago and sciatica and sought work indoors.
On 01 Oct 1918 he commenced work with the Aeolian Aircraft Co. Ltd Hayes Works in Middlesex. Following the Armistice, on 13 Nov 1918 he submitted a medical certificate that he was suffering from bronchitis and was unfit for work. He was examined by the AIF Medical Officer on 16 Nov 1918 who recommended repatriation to Australia.
He returned to Australia on the SS "Thongwa", departing Avonmouth on 10 Jan 1919. His agreement was terminated due to ill health on 10 Mar 1919 on the day he disembarked in Sydney.
Percy resumed work with NSW Government Railways as a Porter at Darling Harbour on 02 Apr 1919. He was appointed as a Carpenter in the Permanent Way Branch at Bathurst, NSW on 05 Jun 1919 and he resigned on 03 Nov 1924.
Percy's wife died in Parramatta District Hospital, NSW on 24 Aug 1931.[3][4][5] The family were living at Toongabbie, NSW at that time.
On 27 Mar 1942, Percy enlisted in the Australian Army Militia (N192183). It is unclear in what capacity he served.
He remarried to Margaret Beattie in Parramatta, NSW in 1945.
Percy died in Parramatta, NSW in 1958.
