There has been little information found concerning John L. Rouse. It is assumed he was born in Indiana based on the fact that during the Civil War he volunteered to fight for the Union in the 73rd Regiment of the Indiana Volunteer Infantry. According to the United States Park Service Civil War Database, John's regiment was captured by the Confederate Army while in either Tennessee or Georgia. This occurred in May of 1863. It was either during this period of being a prisoner or not long after a prisoner exchange that took place in December of 1863, that John died. It is assumed he must have been a casualty of disease. Over the course of the war, the Indiana 73rd lost 3 Officers and 41 Enlisted men killed and mortally wounded in battle and 191 Enlisted men died by disease.
During the war several military hospitals were established in Annapolis. It's possible that John was brought to one of those when his regiment was released from custody and he died there. John's body was buried in the Annapolis National Cemetery in Annapolis, Anne Arundel County, Maryland. The headstone has "2001" inscribed at the top. Evidently this signifies the cemetery's grave number. Annapolis National Cemetery was closed to new burials in 1961.
