Joseph was born about 1852. He passed away in 1932.
There are two baptisms for Joseph Nottage Scotts listed on FamilySearch, both in Lynn, Norfolk (probably King's Lynn). There is no birth registration for a Joseph Nottage Scott anywhere in England in 1852, however although the majority of births were registered, it was not a legal requirement and some were not. There was a birth registration for a Joseph Nottich Scott in King's Lynn district in the second quarter of 1857 (mother's maiden name Bush) - see https://www.gro.gov.uk/gro/content/certificates/indexes_search.asp - so this might be him. The death notice says he was in his 80th year, i.e. 79; he or his family may not have been sure of his exact age perhaps, and four years off isn't an exceptionally large margin of error. Since the name seems to be local to the King's Lynn area, it seems very likely (though uncertain) that this is where he was born even if the birth registration isn't his.
