Virginia was born in 1900 to parents Joseph Hanna Seaman (1851–1931) and Mamie Wood (1866–1945).

She was married in 1923 to Whitney Eugene Oubre (b1895).

Virginia passed away in 1966 and was buried at Roselawn Memorial Park and Mausoleum in Baton Rouge, Louisiana.
