Peter Stowell was born in Lancashire, England.

Peter was born in Nelson, Lancashire, England, on May 30, 1930.^[1] His birth was registered in Burnley. He was the son of Joseph Stowell and Mary Boothman. He was enumerated in the 1939 Register ^[2] residing with his parents at 191 Pine Street, Nelson.

Peter married Irene Shoesmith in 1953.^[3] the marriage was registered in the second quarter in Nelson. It is unknown if the couple had children.
