As a young man, William moved to Independence, Missouri.
He returned to Kentucy and enlisted in the Confederate States Army, Company B, 8th KY Cavalry. He was captured in Kentucky, 1862, after being wounded at Red River. Paroled 1863, exiled to Canada. Joined the Confederate Secret Service with his brother, Squire Turner Tevis and participated in St. Albans Raid in Vermont. After the raid he fled to Canada disguised as a girl. Familar with ciphers and he intercepted communications between Washington and U.S.prosecutor, Bernard Devlin, during the trials. William lived in Switzerland following the war. After he was pardoned in 1866, he returned to Kentucky and married Lucy McKinney of Lexington and returned to Canada. He again, returned to Madison County Kentucky in 1868 and became successful in farming; involved in furniture making and banking. He became "Kentucky Colonel" under Gov. James B. McCreary; became U.S. Collector of Internal Revenue. In 1885, he was elected to one term of Kentucky State Legislature. His wife died in 1884 and he married
Lella Bush who died in childbirth in 1887. His 3rd wife was Isabelle Root.
