Arthur was born in October 1933. He was the son of Herman Wacker and Laura Fetter who were farmers north of Jansen. He attended Prairie Rose School grades 1 to 8, took correspondece for grades 9 and 10, and took grade 12 at Central Collegiate in Regina. He was awarded a Central Collegiate scholarship and the Queen's Entrance Scholarship for the province of Saskatchewan which covered tuition for three years at Queen's University, Kingston, Ontario. At Queen's he won four scholarships. In 1955 he graduated with a B.SC. in Electrical Engineering.
Art was employed at the Northern Electric Company, Bellville, Ontario on the maintenance crew servicing the Distant Early Warning (DEW). He worked briefly with Schlumberger of Canada as a siesmic engineer in southern Saskatchewan. He then became a lecturer at the University of Saskatchewan.
Art married Deanna Arnst on 31 August 1931 in Zion Lutheran Church in Jansen. They had three children. In 1962 he obtained his M.SC. from the University of Saskatchewan. In 1967 he earned a doctorate degree in Electrical Engineering at Purdue University, West Lafayette, Indiana, USA. He was then appointed a Professor at the University of Saskatchewan in Saskatoon. In 1980 he took a sabbatical year at the Johnson Space Centre, Houston, Texas. He worked with a team of scientists researching satellite imagery. Art passed away in July 1989 in Saskatoon. He was buried in Woodlawn Cemetery in Saskatoon.
