Charles was born about 1845 in Briscoburg [sic], Virginia[1].
Private in Company C of the 54th Massachusetts Volunteer Infantry of the Union Army, the first regiment in the United States made up entirely of enlisted men of color. He was about 18 years old, single and working as a farmer when he enlisted on 10 December 1863 in Baltimore, Maryland. Mustered out 20 August 1865 with his regiment.
Possible city directory matches in Baltimore in 1863, 1865 & 1868, Charles H. Washington working as a Drayman. Uncertain.
Haven't found a Briscoburg, Virginia, but there is a Briscoe, West Virginia. Perhaps this was his birthplace?
