William was born about 1840.
The June 1841 census[1]shows William residing with his family at Formosa Cottage, Cookham, Berkshire, England, United Kingdom.
The March 1851 census[2]shows William as a Resident of Parsonage House, Goring, Berkshire, along with his brothers George Young and Edward Young, where they studied as Scholars under the tutorship of Richard Wace.
The April 1861 census[3]shows William continuing to reside with his family at Formosa Cottage, Cookham.
William began working in the Indian Civil Service in 1862 and was initially posted to the Punjab region of India.
William married[4]Isabel Young nee Elliot on 17 August 1869 in Dharamsala, Bengal, India but sadly she passed away in the following year, 1870.
The April 1871 census[5]shows William continuing to reside with his family at Formosa Cottage, Cookham.
After holding progressive administrative postes wiythin the Indian Civil Service William was appointed Secretary to the Punjab Government in 1880. In the following years William held postions as Secretary, in the Home Department, to the Government of India, Commissioner in the Jalandhar Division and Financial Commissioner of the Punjab.
William, a widower, married[6]Frances Young on 21 April 1881 in Bengal.
At the time of his son Hubert Young's baptism[7]on 10 August 1885 in the parish of Gresford, Denbighshire, Wales, United Kingdom the family were residing in Coed y Glyn, Wrexham, Denbighshire and was noted as working for the Bengal Civil Service.
In 1895, William became Resident of Mysore and Commissioner of Coorg and two years later in 1897 William was appointed Lieutenant-Governor of the Punjab and creating his title of Knight Commander of the Star of India (KCSI). At the outset of his tenure William had to deal with frontier troubles which ultimately led to the separation of the frontier administration from the Punjab, a policy that William disagreed with. His tenure also had to deal with two famines.
The April 1911 census[8][9]shows William, aged seventy and a Justice of the Peace (JP) for Sussex, England visiting, with his son Norman Young, a Student, the Oliver Puckridge, a Clergyman, and family who resided in a fourteen roomed property at The Pinhoe Vicarage, Pinhoe, Devon, England.
William, late of Lerryn, Heath Road, Weybridge, Surrey, England and formerly of Oak Lea, Silverhill, St, Leonard's-on-Sea, Sussex, England, passed away[10]aged eighty three after a long illness, on 10 May 1924. His passing was registered[11][12]during the second quarter of 1924 in the district of Chertsey, Surrey. William was laid to rest[13][14][15][16]a few days later on 13 May 1924 at St. James Church, Weybridge. William's probate[17][18]was administered in London, England and completed five weeks later on 19 June 1924 detailing effects of £21,982 2s 2d, resworn to £22,054 2s 2d to his widow Dame Frances Young and his son KCSI Hubert Young, Order of St. Michael and St. George (CMG) and Distinguished Service Order (DSO), Major in His Majesty's (HM) Army.
William had four sons and two daughters and in 1924 two of his boys were working in the Indian Civil Service, one was serving in the India Army and the remaining son worked in the Home Civil Service.
