can new profiles of people born before 1700 be created by members without the pre-1700 badge?

I tried to find an answer on G2G but couldn’t... did I miss:

1) when pre-1700 badge became required to edit pre-1700 profile

2) restriction on gedcom-created profile is of pre-1500 people. Can gedcom import create pre-1700 profiles if WikiTree member doesn’t have pre-1700 badge?

Found in a comment to http://www.wikitree.com/g2g/90200/pre-1700-merging-with-the-new-batch, but can’t find confirmation:

3) The badge will give you access to create and edit profiles living in the 17th century and earlier.

Which implies you can’t without it. Is that true - you need the badge to create a pre-1700 profile?

We are adding one new level of restriction this week. You cannot currently add a relative to a person who was born before 1700 without the badge, but you could create a new person, without relatives, born before 1700. That is changing.

The GEDCOM restrictions are very different. Eowyn personally reviews all imports of early ancestors.
