I have identified all of my maternal grandfathers military medal ribbons except one. He was in the Navy, served during WWII, a meteorologist, Hurricane Hunter. I've searched and searched but unable to identify this one (see picture in below link). Anyone able to help point me in the right direction? Much appreciated.

The red/blue circle in the middle looks like it is related to Korea, and the star is a service star, denoting an additional award or service period. I have not yet been able to find an identical ribbon in my searches.
