I found Censuses from 1860 and 1870, naming David, Sarah and Rose (as Rosa in 1870). Added them to the profile. In the 1860 Census David is said to be born in Ohio. So maybe you should have a look in Ohio.

I have contacted the courthouse in the county where they lives but they don't know her maiden name. On Find a Grave I only know her first name Sarah on her headstone.

He may have had a brother Frederick Bower who died 13 Dec 1914 - you should be able to get his death certificate. He died in Courtland, Trumbull, Ohio.
