Ancestry has quite a few George Phillips records. Of these, there a a World War I draft registration for a George A Phillips, born Jan 10, 1899 [not Jan 12th] that lists as his contact Mrs Evelyn Phillips. Assuming this is not his wife (as he is still somewhat young) but his mother, leads to some census records with a child George who birth is consistent with the 1899 birth, mother Evelyn, and Father George Phillips. There is also a family tree with quite a number of sources that has George as son of George and Evelyn Phillips.

What is missing, unfortunately, is a birth certificate which would decide this unambiguously.

A lot of this is circumstantial, but is intriguing.
